Penrose is a census-designated place (CDP) in Fremont County, Colorado, United States. The population was 4,070 at the 2000 census.

According to the United States Census Bureau, the CDP has a total area of 86.6 km (33.4 mi). 86.2 km (33.3 mi) of it is land and 0.4 km (0.2 mi) of it (0.45%) is water.

As of the censusGR2 of 2000, there were 4,070 people, 1,475 households, and 1,159 families residing in the CDP. The population density was 47.2/km (122.3/mi). There were 1,562 housing units at an average density of 18.1/km (46.9/mi). The racial makeup of the CDP was 95.28% White, 0.22% African American, 0.88% Native American, 0.37% Asian, 1.72% from other races, and 1.52% from two or more races. Hispanic or Latino of any race were 7.64% of the population.

There were 1,475 households out of which 34.9% had children under the age of 18 living with them, 68.3% were married couples living together, 6.8% had a female householder with no husband present, and 21.4% were non-families. 17.6% of all households were made up of individuals and 6.3% had someone living alone who was 65 years of age or older. The average household size was 2.76 and the average family size was 3.12.
